Exodus gives contradictory agency for Pharaoh's heart. In Exod 4:21, 7:3, 9:12, 10:1, 10:20, 10:27, 11:10, 14:4, 14:8, and 14:18 YHWH explicitly hardens Pharaoh's heart.
