See the marginal reference. The “doers” of the first part of the verse are the contractors, or overseers, who undertook the general superintendence; they are to be distinguished from a lower class of “doers,” the actual laborers, carpenters, and masons of the latter portion of the verse.

5. The doers of the work — All that laboured in repairing the temple, both masters or superintendents and under-workmen. The former are designated as those that have the oversight of the house; the latter, those who are in the house of the Lord. This is more clearly stated in 2Ch_34:10-13, where also the names of the masters or overseers are given.
To repair the… house — For since the time of Jehoash no repairing had been done, and the temple had suffered repeated spoliation. Comp. 2Ki_14:14; 2Ki_16:8; 2Ki_16:17-18; 2Ki_18:15-16.

Two sets of people are here both called ‘doers of the work’ (R.V. workmen), first, those who have the oversight, whom we should now call perhaps ‘contractors’ or ‘architects’: and secondly, the actual artificers, carpenters, &c. The former received the money in gross, and paid it out for wages to the several classes of workmen. So R.V. also translates the close of this verse ‘to the workmen which are in the house of the Lord’.

And let them deliver it into the hand of the doers of the work, that have the oversight of the house of the Lord. The "doers that have the oversight" are not the actual workmen, but the superintendents or overseers of the workmen, who hired them, looked after them, and paid them. And let them give it to the doers of the work which is in the house of the Lord let the overseers, i.e. , give out the money to the actual workmen, the carpenters, etc., of the next verseto repair the breaches of the house; rather, the dilapidation of the house. It is not implied that any violence had been used, such as is required to make a "breach." The "house" had simply been allowed to fall into disrepair.
