and loosed the rudder bands; by which the rudder was fastened to the ship.---The rudder, in navigation, is a piece of timber turning on hinges in the stern of a ship, and which opposing sometimes one side to the water, and sometimes another, turns or directs the vessel this way or that. The rudder of a ship is a piece of timber hung on the stern posts, by four or five iron hooks, called "pintles", serving as it were for the bridle of a ship, to turn her about at the pleasure of the steersman.---The rudder being perpendicular, and without side the ship, another piece of timber is fitted into it at right angles, which comes into the ship, by which the rudder is managed and directed: this latter is properly called the "helm" or "tiller", and sometimes, though improperly, the rudder itself.---A narrow rudder is best for a ship's sailing, provided she can feel it; that is, be guided and turned by it, for a broad rudder will hold much water when the helm is put over to any side; yet if a ship has a fat quarter, so that the water cannot come quick and strong to her rudder, she will require a broad rudder.---The aftmost part of the rudder is called the "rake" of the rudder. This is the account of a rudder with the moderns (z): with the ancients, the parts of the rudder were these, the "clavus" or "helm", by which the rudder was governed; the pole of it; the wings or the two breadths of it, which were as wings, and the handle: some ships had but one rudder, most had two, and some three, and some four; those that had but one, seemed to have it in the middle of the stern; and those that had two had them on the sides, not far from the middle; and there were some ships which had them not only in the stern, but also in the prow or head of the ship (a): that the ancients had sometimes more rudders than one in a ship, has been abundantly proved by Bochartus and Scheherus; take only an instance or two. The Carthaginians, as (b) Aelianus reports, decreed two governors to every ship saying it was absurd that it should have , "two rudders", and that he who was most useful to the sailors, and had the government of the ship, should be alone, and without successor and companion; and so Apuleius (c) says, the ship in which we were carried was shook by various storms and tempests, "utroque regimine amisso", and having lost both its rudders, sunk at the precipice. Some of the Indian ships have three rudders; that of Philopator's had four rudders: how many this ship had, in which the apostle was, cannot be said: but this is certain, that it had more than one; for the words are, "and loosed the bands of the rudders"; and since it is a clear case, that the ships of the ancients had more rudders than one to each, there is no need to suppose a figure in the text, and that the plural number is used for the singular, as Beza thinks: and "the bands" of them were those by which they were fastened; and they were "loosed", as Schefferus conjectures, because when the anchors were cast out, they fastened the rudders higher, that they might not be broken by the dashing of the waves, especially as they were in a storm; but now having taken up the anchors, they loosed these bands: and certain it is, that not only oars but rudders were fastened with cords or ropes to the ship (d): according to the notion of modern navigation, the rudder band might be thought to be the rope which is turned round the tiller, and made fast to the ship's side, and as the tiller is moved, "surges" round the end of the tiller; and very likely might be made fast, when the ship was at anchor, on one side, to keep the ship from breaking her sheer; but now being loosed, and the helm "a midship", and the mainsail hoisted, the ship ran to the shore before the wind.
And hoised up the main sail to the wind: which they had before struck or let down, Act 27:17. The main sail is that which is upon the main mast. The Ethiopic version renders it, "the great sail". The great sail was that which is called "acatius", which is another word than is here used: so Isidore (e) says "acatius" is the greatest sail, and is placed in the middle of the ship; "epidromos" is the next in size, and is placed at the stern; and "dolon" is the least sail, and is fixed at the head: and both the Syriac and Arabic versions here render it, "the little sail"; and which sailors put up when they are afraid to use large sails, which would carry too much wind; but the word here used is "artemo", which the above writer says is commended rather for the sake of directing the ship, than for swiftness. And this seems to be the use that was now made of it, namely, to guide the ship into the creek or bay.

A-creek with a shore] κολπον, Sinum, a bay, with a shore; a neck of land perhaps on either side, running out into the sea, and this little bay or gulf between them; though some think it was a tongue of land, running out into the sea, having the sea on both sides, at the point of which these two seas met, Ac 27:41. There is such a place as this in the island of Malta, where, tradition says, Paul was shipwrecked; and which is called la Cale de St. Paul. See Calmet.

And when they had taken up — Or, as it is now termed, weighed; the anchors, they committed themselves — Or, rather, the ship; unto the sea — And tried to stand in for the creek. But the original expressions here, τας αγκυρας περιελοντες; ειων εις την θαλασσαν, may be rendered, having cut the anchors, they left them in the sea. And loosed the rudder- bands — Their ships had frequently two rudders, one on each side. These were fastened while they let the ship drive; but were now loosened, when they had need of them to steer her into the creek. And hoisted up the mainsail to the wind — Which seemed to set right for their purpose. Although our translators here render the word, αρτεμονα, mainsail, Grotius (who supposes that σκευος, rendered sail, Act 27:17, signifies the main-mast, and consequently, that the mainsail was now gone, Act 27:19) supposes it was a sail near the fore part of the ship, answering to what we call the foremast, or the bowsprit. And falling into a place where two seas met — Probably by reason of a sand-bank running parallel with the shore, such was the violence of the current, that they ran the ship aground, so that the fore part stuck fast upon the sand. but the hinder part was broken to pieces by the violence of the waves — So that they suffered shipwreck with the shore in view, and almost in the harbour, teaching us never to be secure.

They knew not the land - They had been driven with a tempest, without being able to make any observation, and it is probable that they were entire strangers to the coast and to the whole island,
A certain creek with a shore - Greek: a certain bosom κόλπος kolpos or bay. By its having a shore is probably meant that it had a level shore, or one that was convenient for landing. It was not a high bluff of rocks, but was accessible. Kuinoel thinks that the passage should be construed, “they found a certain shore, having a bay,” etc.

when it was day they knew not the land--This has been thought surprising in sailors accustomed to that sea. But the scene of the wreck is remote from the great harbor, and possesses no marked features by which it could be recognized, even by a native if he came unexpectedly upon it [SMITH], not to speak of the rain pouring in torrents (Act 28:2), which would throw a haze over the coast even after day broke. Immediately on landing they knew where they were (Act 28:1).
discovered a creek with a shore--Every creek of course, must have a shore; but the meaning is, a practicable shore, in a nautical sense, that is, one with a smooth beach, in contradistinction to a rocky coast (as Act 27:41 shows).

Broad day reveals an unknown shore, but a narrow inlet, or creek with a beach, tempts them to run from the open sea into its slender channel for safety. In their effort to accomplish this they push the prow of the ship into a mud bank, where it remains immovably fixed. The rush of two counter currents striking the stem breaks the stern half of the ship in pieces, but upon the front half the whole company find a footing long enough to secure the escape of every individual safe to shore.

When they were close in shore, and amid stormy weather, this could very well happen, as they were a long way distant from the usual harbour.

(39) They knew not the land.—It was, of course, probable enough that some at least of the sailors had been at Malta before; but St. Paul’s Bay, which we assume to be the point they had now reached, was remote from the Great Harbour, now that of Valetta, into which ships commonly sailed, and may therefore well have remained unknown to them.
A certain creek with a shore.—Better, having a beach, the English word failing to describe why it was that the creek attracted them. The earlier versions have “bank.” In Homer and other Greek writers the word is commonly used for a flat, sandy beach.

Perceived for discovered, A.V.; bay with a beach for creek with a shore, A.V.; and they took counsel whether they could drive the ship upon it for into the which they were minded, if it were possible, to thrust in the ship, A.V.. They knew not the land. It was seven miles from the harbor of Valetta, and a part of the island not likely to have been visited by the sailors, and presenting no marked features by which they would recognize it. A certain bay with a beach; aijgialon, a level pebbly or sandy beach, (Mat_13:2; Act_21:5; and ver. 40) as opposed to akth, a high rugged coast (trhceia uJyhlh, etc., Homer). They took counsel whether they could drive, etc. The rendering of the A.V is surely infinitely better than the R.V.. The meaning of bouleuomai, both in the New Testament and in classical Greek, is frequently and properly "to determine," "to resolve" or "purpose". (see Act_5:33 Act_15:37, note; 2Co_1:17; and Liddell and Scott"s "Lexicon and the order of the words here suits the rendering of the A.V. much better than that of the R.V., which would require kaionto, instead of eijv o k.t.l.. The Revisionists seem to have been misled by the resemblance of Luk_14:31. Drive; ejxwsai, the technical word for driving a ship ashore (Thucyd., 2:10, etc.). It only occurs in the New Testament here, and in a different sense in Act_7:45. It is not uncommon in the LXX as the rendering of hjD and h. (see Deu_13:3; 2Sa_14:13 Jer 49. LXX, 26. 36, etc.)

39–44. They discovered a certain creek with a shore. Rather, “A certain bay with a beach,” as in the Revision; a sloping beach. Into this they determined to try to thrust the ship, because here the force of the waves would be broken, the water shallow, and the beach favorable for the men's lives.
Taken up the anchors (see verse 29). The Revision says, “Cast off their anchors.” Cut the ropes and let them go. Loosed the rudder bands. When anchored by the stern (verse 29), the rudder was lifted up out of the water by rudder bands to keep it out of the way of the anchor cables. Now it was let down again in order to steer the vessel.

A place where two seas met. Where two bodies of water joined. This was due to a small island on the coast of the larger, Salmonetta on the coast of Malta. When they moved into the bay, they did not see the inlet coming in on the other side of Salmonetta, but when they saw it, they saw that “two seas met.” Ran the ship aground. This was what they purposed, but the violence of the waves was such as to break the stern in pieces.
The soldiers' counsel was to kill the prisoners. We have here an illustration of the extreme brutality of the rank and file of the Roman army. They would rather kill the prisoners than to run the risk of their escape.
The centurion. The interference of the centurion was in harmony with all we have stated of him. Commanded. The centurion took command. Those that could swim, cast themselves into the sea. Others floated on any buoyant object that could be secured, and thus all came to shore. This was not Paul's first shipwreck. Compare 2 Cor. 11:25, which was written at an earlier period of his life.
Luke's description of the management of the ship in the storm and shipwreck is pronounced by scholars the best description of ancient nautical methods extant.

(40) And having cut away the anchors, they abandoned them to the sea; at the same time loosing the rudder-bands, and hoisting the foresail to the wind, they held toward the shore. (41) And falling into a place between two seas, they ran the ship aground; and the bow sticking fast, remained immovable; but the stern was broken by the violence of the waves. " At every point, except the one to which the vessel was steered, the shore was rocky; for this point was selected because it had a sandy shore. It required some seamanship to land where they did. While lying at anchor, the rudders, which were merely paddle-rudders, one at each side of the stern, had been lashed up, to prevent them from fouling with the four anchor-cables also astern. These were loosed to guide the vessel; and the foresail was unfurled to give the vessel the impetus necessary to a successful use of the rudders. By a skillful use of both she was steered clear of the rocks, and stranded on the sandy beach. Here "two seas met;" that is, the waves from two different points met each other, and spent their combined force upon the stern of the vessel, and she was rapidly going to pieces.

When it was day, when it became light enough to distinguish objects plainly, the sailors tried to get their bearings, but they did not recognize the land. They may have been at the island before, but this particular section on the northeastern shore was not familiar to them. From where they were anchored, near a rocky point, they perceived, or noticed, a small bay or inlet with a sandy beach, which looked much more inviting than the reefs farther out. Into this small bay, therefore, they wished, if possible, to drive the ship; they wanted to run her ashore on the beach. Having therefore loosed the anchors by slipping the cables which held them inside the vessel, they left them, they abandoned them in the sea. At the same time they unlashed the bands, the fastening of the rudders, of the two paddle-rudders with which the ships of those days were supplied, for they now needed them to steer the ship. And finally, they hoisted the foresail, spread its full extent to the breeze, and made for the, flat beach. But as the vessel entered into the channel, it suddenly struck a submerged bank, ridge, shoal, or reef, the bow cutting deeply into the mud or sand and jamming fast, while the stern began to break up from the force of the waves. It was an extremely dangerous situation and one which almost caused the soldiers to lose their self-control and common sense. For their plan now was to kill the prisoners, lest any of them escape by swimming. Just as though there had been much danger of that. In the rocky island! But here Julius, the centurion, again showed his good will. He wanted to bring Paul through safely, and therefore hindered them in their plan, put a stop to their intention. He gave the command that all those that were able to swim should jump overboard first and thus reach the land. And afterwards, when the sea about the hulk was clear of the swimmers, the rest, some on planks and some on pieces of wreckage, were to do the same thing. It was no easy task, with a heavy sea rolling and the waves sweeping high up on the shore, to reach a place beyond danger; but finally all the men that had been on the vessel, crew, soldiers, passengers, prisoners, came through in safety, according to the prediction of Paul. It was a miraculous escape. If only they had all acknowledged that it was due to the God of the Christians to whom they owed life and all blessings!
Summary.The Voyage to Rome is begun at Caesarea in an Adramyttine ship, continued at Myra on an Alexandrine vessel, through the southern Aegean Sea and along the south side of Crete, where a terrible storm overtakes the ship and drives it westward to be wrecked on the island of Melita.
