Jeremiah 25:23-25 sits inside this longer paragraph.
Then I took the cup at Yahweh’s hand, and made all the nations to drink, to whom Yahweh had sent me: Jerusalem, and the cities of Judah, with its kings and its princes, to make them a desolation, an astonishment, a hissing, and a curse, as it is today; Pharaoh king of Egypt, with his servants, his princes, and all his people; and all the mixed people, and all the kings of the land of Uz, all the kings of the Philistines, Ashkelon, Gaza, Ekron, and the remnant of Ashdod; Edom, Moab, and the children of Ammon; and all the kings of Tyre, all the kings of Sidon, and the kings of the isle which is beyond the sea; Dedan, Tema, Buz, and all who have the corners of their beard cut off; and all the kings of Arabia, all the kings of the mixed people who dwell in the wilderness; and all the kings of Zimri, all the kings of Elam, and all the kings of the Medes; and all the kings of the north, far and near, one with another; and all the kingdoms of the world, which are on the surface of the earth. The king of Sheshach will drink after them.

I shall now only touch briefly on the extreme ones in a corner, or those bounded by a corner, who were almost unknown to the Jews on account of their distance. After having spoken of nations so very remote, that he might not by prolixity be tedious, he mentions all the extreme ones in a corner, that is, those who were bounded by the farthest limits. As to Dedan, Tema, and Buz, we know that these countries derived their names from their founders. Who Dedan was, we learn from Moses, and also who Tema and Buz were. (Genesis 25:3,15; 1 Chronicles 5:14.) Two of them were descendants of Abraham by Keturah. There is no need of saying more of these countries, for they are not known by us at this day, and we cannot learn from geographers the extent of any of these countries; for there was hardly a place at the time when heathen writers began their records, which had not long before changed its name. We however conclude that these were eastern countries. It follows —

We read of a Dedan the issue of Ham, Gen 10:7. The other the posterity of Abraham by Jokshan, Gen 25:3. It seemeth to be a city of Idumea, Jer 49:8. Tema descended from Ishmael, Gen 25:15; his posterity inhabited in Arabia, Isa 21:14, where they are joined with those of Dedan. Buz was one of the posterity of Nahor, Gen 22:21. These were people mixed with the Saracens or Arabians.
All that are in the utmost corners; that dwell in the corners or furthest parts of the world. Some interpret it of the fashion of their cutting their beards, as the Saracens did: see Lev 19:27, where God forbade his people that fashion.

Jer 25:25-26. All the kings of Zimri — Those descended from Zimran, one of Abraham’s sons, by Keturah; all of whom he sent to settle in the east country, Gen 25:2; Gen 25:6. It is probable that these descendants of Zimran were the same that Pliny mentions among the inhabitants of Arabia, by the name of Zamareni. And all the kings of Elam — Namely, of Persia. And all the kings of the Medes — Who were descended from Madai, the son of Japhet. The Medes and Persians were commonly confederates and partakers of the same prosperity or adversity. And all the kings of the north far and near — “By the kings of the north that were near, the kings of Syria are probably meant: see Jer 49:23. Those that were afar off may mean the Hyrcanians and Bactrians, who are reckoned in Xenophon’s Cyropœdia, lib. 1., among them that were subjected or oppressed by the king of Babylon, and perhaps others besides of the neighbouring nations that were compelled to submit to the Babylonian yoke. All these lay to the north of Judea, and at a great distance.” And all the kingdoms of the world, &c. — It is justly observed by Blaney, that this must be understood with a limitation to that part of the continent with which the Jews had some correspondence, or acquaintance; just as Πασα η οικουμενη stands for the whole Roman empire, Luk 2:1. “The ambition of a prince like Nebuchadnezzar, who aimed at universal monarchy, could not but occasion great confusion and distress, both among those who felt, and among those who dreaded, the power of his arms.” And the king of Sheshach shall drink after them — Here the speech of Jehovah is resumed, which was broken off at the end of Jer 25:16. That Sheshach means Babylon, appears clearly from Jer 51:41. “But, among the reasons that have been assigned for this name,” says Blaney,” I have met with none that I think satisfactory. שׁכךְ, signifies to subside, and sink down; and may perhaps allude to the low situation of Babylon, which did not derive its strength from being built, like many other great cities, upon the heights of a rock, but stood upon a large flat, or plain, cowering, as it were, amidst the waters that surrounded it, and by which it was rendered in some parts inaccessible to an enemy.”

(23) Dedan, and Tema, and Buz.—From the west we pass again to the east, the first two districts lying to the south-east of Edom, the last probably in the same region. For Dedan see Gen_10:7; Gen_25:3; Gen_25:2; 1Ch_1:9; 1Ch_1:32; Isa_21:13; Eze_25:13. For Tema, on the modern pilgrims’ road from Damascus to Mecca, see Isa_21:14; Job_6:19. For Buz see Gen_22:21. The fact that the “travelling companies of Dedanim” (Isa_21:13) carried on the trade between Tyre and Arabia (Eze_27:15) accounts in part for their mention here.
All that are in the utmost corners.—The marginal reading gives the true meaning—all that have the corners of their temples shorn. (See Note on Jer_9:26.) The words point to the nomad tribes of Kedar, who were distinguished by this peculiarity. For “mingled people,” see Note on Jer_25:20. The genealogies of Genesis 10, Gen_25:1-16, and 1 Chronicles 1 point to a great intermingling of Cushite and Semitic races in these regions.
