And they had in their inheritance Beersheba and Sheba,.... Or, Beersheba, that is, Sheba; for so the particle "vau" is sometimes used (z), and must be so used here; or otherwise, instead of thirteen, it will appear that there are fourteen cities, contrary to the account of them, Jos 19:6; so Kimchi and Ben Melech make them one city. And it may be observed, that in the enumeration of the cities of Simeon, Ch1 4:28; Sheba is left out, and only Beersheba is mentioned; which, was a well known place in, the farthest border of the land of Israel southward, and the reason of its name is manifest, Gen 21:31; See Gill on Jos 15:28,
and Moladah; another of the cities of Judah, Jos 15:26.

Juda. Thus was verified the prediction of Jacob, that Simeon and Levi, who had been too much united for the destruction of Sichem, should be scattered among their brethren, Genesis xxxiv., and xlix. 6. The tribe of Simeon was not very numerous, Numbers xxvi. 14. Yet all his cities are not here enumerated, but only such as served to point out the limits. The Jews suppose that this tribe occupied the cities of Juda only as long as the latter pleased, and that it was driven out of them in the days of David, (1 Paralipomenon iv. 31.; Rabbins ap. Mas.) or at least under the reign of Ezechias, when it was forced to seek fresh settlements in Gador and Seir, 1 Paralipomenon v. 39. It was, however, led into captivity by Salmanasar along with the other nine tribes, in the sixth year of Ezechias, 4 Kings xvii. 6. The lot of Simeon was not in the centre of Juda, but only within his limits, (Calmet) either on the south, (Cellarius) or on the west side, (Calmet) or on both. (Haydock) --- And Sabee. This is the same town with the preceding, otherwise there would be 14 instead of 13, ver. 6. (Menochius) -- If this be not the case, we may give the same solution as chap. xv. 62.

2. Beer-sheba — See on Jos_15:28. Sheba is probably a repetition of the copyist, otherwise there would be fourteen cities instead of thirteen, as stated in Jos_19:6.
As the cities of Simeon were taken out of the portion originally assigned to Judah, all whose sites are now known are described in the notes on chap. 15. Some of the names here given do not appear there, some may be different names of the same place, but in the absence of any certain knowledge of them we do best to abstain from mere conjectural comments.

Beersheba. A locality well known in Scripture, from Gen_21:31 onwards. And Sheba. Some would translate here, or Sheba (see below). No doubt the city, of which nothing further is known, derived its name from Beer-sheba, "the well of the oath," close by. It is true that some little difficulty is caused by the omission of this city in Gen_26:33, and by the fact that in ver. 6 we are told that there were thirteen cities in this catalogue, whereas there are fourteen. On the other hand, Keil has remarked that in Jos_15:32 the number of names does not correspond to the whole number of cities given; and we have a Shema, probably a mistake for Sheba, in Jos_15:26, mentioned before Moladah among the cities of Judah. And, lastly, we have very few instances in Scripture of the disjunctive use of w, though it seems impossible to deny that it is used in this sense in 1Ki_18:27.

19:2-9 Some of the towns given to the tribe of Simeon were also part of Judah’s allocation because Judah’s territory was too large for them (cp. 17:14-18). Judah apparently absorbed most of Simeon’s territory into its own before the end of the Old Testament period.
