This was that which God had told them by his prophets, that a mighty salvation should arise to them out of the house of David, by which they should be saved from their enemies. By which enemies the generality of the Jews understood their temporal enemies, made of flesh and blood. But Zacharias, speaking by the Spirit of prophecy, must needs have a truer notion of it, as it signifies our spiritual enemies. All this is attributed to God’s mercy and faithfulness, his mercy freely looking upon his creatures in distress and misery, his faithfulness in remembrance of his holy covenant, made to Adam, Abraham, David, &c.; but it is more particularly explained.

And hath raised up an horn of salvation for us,.... Meaning the Messiah, whom God had now raised up:
in the house of his servant David; in David's family, he being now conceived by a virgin of his house; and who, in a little time, would be born in Bethlehem, the city of David. He is called "an horn of salvation", because he is a powerful Saviour. "Horn" denotes power; it being that to a beast, as the arm is to a man, by which it defends itself, and pushes down its enemies; and "salvation" is the work Christ came to effect, and for which he was raised up, and sent: and a Saviour he is, and a mighty one, as appears from his doing and suffering what he has; as bearing all the sins of his people, and making reconciliation for them; obeying all the precepts of the law, and undergoing the penalty of it; being made a curse, and becoming obedient to death, even the death of the cross: as also, from his delivering them from sin, Satan, and the law, which no other could have done; and from his grappling with, conquering, spoiling, and destroying all his, and our enemies. Moreover, the word "horn" signifies regal power, honour, and dignity; see Dan 7:24 and so may not only denote the work of Christ as a Saviour, but his office also as a King, who in the discharge of that is likewise a Saviour; for he not only rules, and governs, but protects, defends, and preserves his, people, by his power; see Sa1 2:10.

Verse 69. And hath raised up a horn of salvation] That is, a mighty and glorious Saviour: a quotation from Ps 18:2. Horns are the well known emblems of strength, glory, and power, both in the sacred and profane writers, because the strength and beauty of horned animals consist in their horns. Horns have also been considered as emblems of light; therefore the heathen god Apollo is represented with horns, to point out the power, glory, and excellence of the solar light. The Chaldee paraphrast sometimes translates קרן keren, horn, by מלכות malcuth, or מלכותא malcutha, 1Sa 2:10; Jer 48:25, which signify a kingdom: but it is likely that the allusion is here made to the horns of the altar; and as the altar was a place of refuge and safety, and those who laid hold on its horns were considered to be under the protection of the Lord, so, according to the expression of Zacharias, Jesus Christ is a new altar, to which whosoever flees shall find refuge.
Some imagine that this form of speech is taken from the custom of ancient warriors, who had a horn of steel on the top of their helmets, which ordinarily lay flat, till the person came victorious from battle, and then it was erected, as emblematical of the victory gained. Such a horn as this is represented on the helmet of the Abyssinian kings and warriors: see the plates in Bruce's Travels. To this custom of wearing or lifting up the horn, the following scriptures are thought to allude: 1Sa 2:10; Ps 112:9; Ps 148:4; La 2:17. In ancient gems and coins, this form of the horn on helmets is easily discernible, sometimes flat, sometimes erected. A horn, filled with various fruits, was also the emblem of abundance among the ancients: hence their cornu copia, or horn of plenty. From all this we may learn that the Lord Jesus gives a luminous, powerfuly prevalent, glorious, and abundant SALVATION or REFUGE to mankind.

In Lu 1:32, the angel states that Mary was of the family of David; and Zacharias, who, from the nature of his office, must have been well acquainted with the public genealogical tables, attests the same thing. This is a matter of considerable importance; because it shows forth the truth of all the prophetic declarations, which uniformly state that the Messiah should come from the family and sit on the throne of DAVID.

Luk 1:71-75. That we should be saved from our enemies — Spiritual as well as temporal, invisible as well as visible; and from the hand of all that hate us — From Satan and his angels, and all adverse power, and especially from our sins. This certainly was the mind of the Spirit that now inspired Zacharias, as appears by the whole tenor of Scripture; but whether he fully understood his own words is impossible for us to say. It is certain the older prophets, in some cases, did not fully understand the prophecies which they themselves uttered. See 1Pe 1:10-11. To perform the mercy — Thus he speaks because our redemption and salvation have their origin in the divine mercy, that is, in his compassion for us in our fallen state, and in his free, gratuitous grace, and goodness toward us. The original expression, ποιησαι ελεος μετα τον πατερων ημον, literally signifies, to exercise, or show, mercy toward or with, our fathers. Dr. Campbell translates the verse, In kindness to our forefathers, and remembrance of his holy covenant; the tenor of which covenant was, that Abraham’s spiritual seed, being delivered from their enemies by the Messiah, should, under his government, worship and serve God acceptably through all generations. The oath which he sware to our father Abraham — By which oath he confirmed the fore-mentioned covenant, that, as the apostle observes, by two immutable things, God’s promise given in the covenant, and oath, in either of which, much more in both, it was impossible for God to lie, all that should truly embrace the covenant, by complying with the conditions of it, in repentance, faith, and new obedience, might have strong consolation in life, in death, and for ever. That he would grant unto us — For the salvation here mentioned is his free, undeserved gift; that being delivered out of the hand of our enemies — Especially our spiritual enemies, the devil, the world, and the flesh, the guilt, and power, and consequences of our sins, (the Messiah being therefore called Jesus, because he saves his people from their sins, Mat 1:21,) we might serve him — Might worship and glorify him, in and with our body and spirit, which are his; without fear — Not without a reverential fear of God, or filial fear of offending him; a watchful fear of our enemies, or a jealous fear of ourselves, lest a promise being left us of entering into his rest, we should come short of it, in which senses, blessed is the man that feareth always; but without any slavish fear of God, or that spirit of bondage from which the spirit of adoption is given to deliver true believers, Rom 8:15; Gal 4:5-7; 2Ti 1:7; and without any tormenting fear of death, or of any suffering antecedent to death, which we may be called to pass through; to deliver us from which fear Christ assumed our flesh and blood, Heb 2:14-15. In holiness — Toward God, in devotedness to his glory, conformity to his image, subjection to his authority, and obedience to his will; and righteousness — Toward our fellow-creatures, that is, in the continual exercise of truth, justice, mercy, and charity; before him — Conscious we are in his presence, and under the continual notice of his eye, setting him always before us, and aiming to please him in every temper, word, and work, in all our desires and designs, our cares, labours, and pursuits. Here, then, we have the substance of God’s great promise, that, if we embrace and live up to our privileges, as true believers in Christ, we shall be always holy, always useful, always happy; that, being delivered from Satan and sin, from every uneasy, from every unhappy and unholy disposition and affection, we shall joyfully love and serve God in our whole spirit and conduct, and that not only on sabbath days, or times of peculiar solemnity and devotion, but all the days of our life, and every hour of every day; whatsoever we do in word or deed, and doing all in the name of the Lord Jesus, and giving thanks to God, even the Father, through him. This is the great gospel salvation prepared before the face of, and free for, all people, Luk 2:30-31.

And hath raised up a horn - A horn is a symbol of strength. The figure is taken from the fact that in horned animals the strength lies in the “horn.” Particularly, the great power of the rhinoceros or unicorn is manifested by the use of a single horn of great “strength,” placed on the head near the end of the nose. When the sacred writers, therefore, speak of great strength they often use the word “horn,” Psa 148:14; Deu 33:17; Dan 7:7-8; Dan 7:21. The word salvation, connected here with the word “horn,” means that this “strength,” or this mighty Redeemer, was able to save. It is possible that this whole figure may be taken from the Jewish “altar.” On each of the four corners of the altar there was an eminence or small projection called a “horn.” To this persons might flee for safety when in danger, and be safe, 1Ki 1:50; 1Ki 2:28. Compare the notes at Luk 1:11. So the Redeemer “may be” called the “horn of salvation,” because those who flee to him are safe.

69. a horn of salvation] A natural and frequent metaphor. Eze_29:21, “In that day will I cause the horn of the house of Israel to bud forth.” Lam_2:3, “He hath cut off … all the horn of Israel.” Psa_132:17; 1Sa_2:10, “He shall exalt the horn of His anointed.” A Rabbinic writer says that there are ten horns—those of Abraham, Isaac, Joseph, Moses, the horn of the Law, of the Priesthood, of the Temple, and of Israel; and some add of the Messiah. They were all placed on the heads of the Israelites till they sinned, and then they were cut off and given to the Gentiles. Schöttgen, Hor. Hebr. ad loc. We find the same metaphor in classic writers. “Tunc pauper cornua sumit,” Ov. Art. Am. i. 239; “addis cornua pauperi,” Hor. Od. iii. xxi. 18.
his servant] The word does not here mean ‘son’ in the original, being the rendering of the Hebrew ebed, Psa_132:10.

(69) Hath raised up an horn of salvation.—The symbolism of the horn comes from Psa_132:17, where it is used of the representative of the House of David, and answers to the “Anointed” of the other clause of the verse. It originated obviously in the impression made by the horns of the bull or stag, as the symbols of strength. Here, following in the steps of the Psalmist, Zacharias uses it as a description of the coming Christ, who is to be raised up in the House of David.

He considered Messianic prophecy as dating from the first intimation after the fall in Eden, (Gen_3:15) and continuing in an intermittent but yet unbroken line from Genesis to Malachi.

All Gods promises are fulfilled
Look over your lives, O Christians I and you cannot find one hour when Gods promises have failed you.
Look over the history of His people, and it is full of promises fulfilled; but there is not a fragment of a broken promise to be found. When Elishas servant was afraid because the armies of Syria were besieging them in Dothan, Elisha prayed that his eyes might be opened; and the servant saw that the mountain was full of horses and chariots round about Elisha. If God touches our eyes, we too shall see all our own life and all history full of Gods fulfilled promises round about us. As when Miltons archangel spoke--
To confirm His words, out flew
Millions of flaming swords, drawn from the thighs
Of mighty cherubim.
So God speaks a promise, and out fly millions of facts and experiences to confirm His words.
Faithfulness of God
Far, far above all comprehension is the truth and faithfulness of God. He never fails, nor forgets, nor falters, nor forfeits His word. Afflictions are like clouds, but the Divine truthfulness is all around them. While we are under the cloud we are in the region of Gods faithfulness; when we mount above it we shall not need such an assurance. To every word of threat, or promise, prophecy or covenant, the Lord has exactly adhered, for He is not a man that he should lie, nor the son of man that he should repent. (C. H. Spurgeon.)
Mercy of God boundless
Like the ethereal blue, it encompasses the whole earth smiling upon universal nature, acting as a canopy for all the creatures of earth, surmounting the loftiest peaks of human provocations, and rising high above the mists of mortal trangression. Clear sky is evermore above, and mercy calmly smiles above the din and smoke of this poor world. Darkness and clouds are but of earths lower atmosphere: the heavens are evermore serene, and bright with innumerable stars. Divine mercy abides in its vastness of expanse, and matchless patience, all unaltered by the rebellions of man. When we can measure the heavens, then shall we bound the mercy of the Lord. Towards his own servants especially, in the salvation of the Lord Jesus, He has displayed grace higher than the heaven of heavens, and wider than the universe. O that the atheist could but see this, how earnestly would he long to become a servant of Jehovah! (C. H. Spurgeon.)
Immovableness of the Divine promises
A swallow having built its nest upon the tent of Charles V., the Emperor generously commanded that the tent should not be taken down when the camp removed, but should remain until the young birds were ready to fly. Was there such a gentleness in the heart of a soldier toward a poor bird which was not of his making, and shall the Lord deal hardly with His creatures when they venture to put their trust in Him? Be assured He hath a great love to those trembling souls that fly for shelter to His royal courts. He that buildeth his nest upon a Divine promise shall find it abide and remain until he shall fly away to the land where promises are lost in fulfilments. (C. H. Spurgeon.)

And hath raised up an horn of salvation for us,.... Meaning the Messiah, whom God had now raised up:
in the house of his servant David; in David's family, he being now conceived by a virgin of his house; and who, in a little time, would be born in Bethlehem, the city of David. He is called "an horn of salvation", because he is a powerful Saviour. "Horn" denotes power; it being that to a beast, as the arm is to a man, by which it defends itself, and pushes down its enemies; and "salvation" is the work Christ came to effect, and for which he was raised up, and sent: and a Saviour he is, and a mighty one, as appears from his doing and suffering what he has; as bearing all the sins of his people, and making reconciliation for them; obeying all the precepts of the law, and undergoing the penalty of it; being made a curse, and becoming obedient to death, even the death of the cross: as also, from his delivering them from sin, Satan, and the law, which no other could have done; and from his grappling with, conquering, spoiling, and destroying all his, and our enemies. Moreover, the word "horn" signifies regal power, honour, and dignity; see Dan 7:24 and so may not only denote the work of Christ as a Saviour, but his office also as a King, who in the discharge of that is likewise a Saviour; for he not only rules, and governs, but protects, defends, and preserves his, people, by his power; see Sa1 2:10.

Verse 69. And hath raised up a horn of salvation] That is, a mighty and glorious Saviour: a quotation from Ps 18:2. Horns are the well known emblems of strength, glory, and power, both in the sacred and profane writers, because the strength and beauty of horned animals consist in their horns. Horns have also been considered as emblems of light; therefore the heathen god Apollo is represented with horns, to point out the power, glory, and excellence of the solar light. The Chaldee paraphrast sometimes translates קרן keren, horn, by מלכות malcuth, or מלכותא malcutha, 1Sa 2:10; Jer 48:25, which signify a kingdom: but it is likely that the allusion is here made to the horns of the altar; and as the altar was a place of refuge and safety, and those who laid hold on its horns were considered to be under the protection of the Lord, so, according to the expression of Zacharias, Jesus Christ is a new altar, to which whosoever flees shall find refuge.
Some imagine that this form of speech is taken from the custom of ancient warriors, who had a horn of steel on the top of their helmets, which ordinarily lay flat, till the person came victorious from battle, and then it was erected, as emblematical of the victory gained. Such a horn as this is represented on the helmet of the Abyssinian kings and warriors: see the plates in Bruce's Travels. To this custom of wearing or lifting up the horn, the following scriptures are thought to allude: 1Sa 2:10; Ps 112:9; Ps 148:4; La 2:17. In ancient gems and coins, this form of the horn on helmets is easily discernible, sometimes flat, sometimes erected. A horn, filled with various fruits, was also the emblem of abundance among the ancients: hence their cornu copia, or horn of plenty. From all this we may learn that the Lord Jesus gives a luminous, powerfuly prevalent, glorious, and abundant SALVATION or REFUGE to mankind.

In the house of his servant David] Or, in the family: so the word οικος, house, is often used in the Sacred Writings. In Lu 1:32, the angel states that Mary was of the family of David; and Zacharias, who, from the nature of his office, must have been well acquainted with the public genealogical tables, attests the same thing. This is a matter of considerable importance; because it shows forth the truth of all the prophetic declarations, which uniformly state that the Messiah should come from the family and sit on the throne of DAVID.

Luk 1:71-75. That we should be saved from our enemies — Spiritual as well as temporal, invisible as well as visible; and from the hand of all that hate us — From Satan and his angels, and all adverse power, and especially from our sins. This certainly was the mind of the Spirit that now inspired Zacharias, as appears by the whole tenor of Scripture; but whether he fully understood his own words is impossible for us to say. It is certain the older prophets, in some cases, did not fully understand the prophecies which they themselves uttered. See 1Pe 1:10-11. To perform the mercy — Thus he speaks because our redemption and salvation have their origin in the divine mercy, that is, in his compassion for us in our fallen state, and in his free, gratuitous grace, and goodness toward us. The original expression, ποιησαι ελεος μετα τον πατερων ημον, literally signifies, to exercise, or show, mercy toward or with, our fathers. Dr. Campbell translates the verse, In kindness to our forefathers, and remembrance of his holy covenant; the tenor of which covenant was, that Abraham’s spiritual seed, being delivered from their enemies by the Messiah, should, under his government, worship and serve God acceptably through all generations. The oath which he sware to our father Abraham — By which oath he confirmed the fore-mentioned covenant, that, as the apostle observes, by two immutable things, God’s promise given in the covenant, and oath, in either of which, much more in both, it was impossible for God to lie, all that should truly embrace the covenant, by complying with the conditions of it, in repentance, faith, and new obedience, might have strong consolation in life, in death, and for ever. That he would grant unto us — For the salvation here mentioned is his free, undeserved gift; that being delivered out of the hand of our enemies — Especially our spiritual enemies, the devil, the world, and the flesh, the guilt, and power, and consequences of our sins, (the Messiah being therefore called Jesus, because he saves his people from their sins, Mat 1:21,) we might serve him — Might worship and glorify him, in and with our body and spirit, which are his; without fear — Not without a reverential fear of God, or filial fear of offending him; a watchful fear of our enemies, or a jealous fear of ourselves, lest a promise being left us of entering into his rest, we should come short of it, in which senses, blessed is the man that feareth always; but without any slavish fear of God, or that spirit of bondage from which the spirit of adoption is given to deliver true believers, Rom 8:15; Gal 4:5-7; 2Ti 1:7; and without any tormenting fear of death, or of any suffering antecedent to death, which we may be called to pass through; to deliver us from which fear Christ assumed our flesh and blood, Heb 2:14-15. In holiness — Toward God, in devotedness to his glory, conformity to his image, subjection to his authority, and obedience to his will; and righteousness — Toward our fellow-creatures, that is, in the continual exercise of truth, justice, mercy, and charity; before him — Conscious we are in his presence, and under the continual notice of his eye, setting him always before us, and aiming to please him in every temper, word, and work, in all our desires and designs, our cares, labours, and pursuits. Here, then, we have the substance of God’s great promise, that, if we embrace and live up to our privileges, as true believers in Christ, we shall be always holy, always useful, always happy; that, being delivered from Satan and sin, from every uneasy, from every unhappy and unholy disposition and affection, we shall joyfully love and serve God in our whole spirit and conduct, and that not only on sabbath days, or times of peculiar solemnity and devotion, but all the days of our life, and every hour of every day; whatsoever we do in word or deed, and doing all in the name of the Lord Jesus, and giving thanks to God, even the Father, through him. And hath raised up a horn - A horn is a symbol of strength. The figure is taken from the fact that in horned animals the strength lies in the “horn.” Particularly, the great power of the rhinoceros or unicorn is manifested by the use of a single horn of great “strength,” placed on the head near the end of the nose. When the sacred writers, therefore, speak of great strength they often use the word “horn,” Psa 148:14; Deu 33:17; Dan 7:7-8; Dan 7:21. The word salvation, connected here with the word “horn,” means that this “strength,” or this mighty Redeemer, was able to save. It is possible that this whole figure may be taken from the Jewish “altar.” On each of the four corners of the altar there was an eminence or small projection called a “horn.” To this persons might flee for safety when in danger, and be safe, 1Ki 1:50; 1Ki 2:28. Compare the notes at Luk 1:11. So the Redeemer “may be” called the “horn of salvation,” because those who flee to him are safe.

As Isaias says, a vineyard is planted in the horn, chap. v. --- A powerful salvation.[10] According to the letter both of the Latin and Greek text, a horn of salvation. But as it is generally agreed, that by horn, in the phraseology of the Scriptures, is understood strength and power, and that horn sounds awkwardly in English, and other languages, I hope it may be literally enough translated, a powerful salvation. 69. Raised up a horn of salvation—This image of his Church is taken from nature, after the simplicity of primitive times. A horn is the strength, power, and beauty of the animal that wears it; and so it became an image of power, both in the ancient classic writers and in the Old Testament. So Psa_132:17 : “I will make the horn of David to bud.” From signifying power as a quality, the word is made to signify a power, kingdom, or king.

Immovableness of the Divine promises
A swallow having built its nest upon the tent of Charles V., the Emperor generously commanded that the tent should not be taken down when the camp removed, but should remain until the young birds were ready to fly. Was there such a gentleness in the heart of a soldier toward a poor bird which was not of his making, and shall the Lord deal hardly with His creatures when they venture to put their trust in Him? Be assured He hath a great love to those trembling souls that fly for shelter to His royal courts.
