Is the law of God perfect?
Psalm 19:7 says the Torah of Yahweh is perfect (temimah), converting the soul. Hebrews 8:6-7 says if the first covenant had been faultless (amemptos), no place would have been sought for a second — and the author of Hebrews is arguing that exactly this second, better covenant was needed because the first was deficient.
