Leviticus 18 and 20 and Deuteronomy 27 explicitly criminalize sex between half-siblings who share a father — it's called "a wicked thing" and draws a curse. Genesis 20:12 has Abraham calmly explain that Sarah is his half-sister on his father's side and also his wife, and God blesses the marriage in Genesis 17:16.
