The Priestly legislation in Numbers 18 and Leviticus 17 restricts sacrifice to Aaronide priests at the tabernacle door, threatening death for any layperson who slaughters away from that one altar. But 1 Samuel happily reports Samuel — an Ephraimite, not a Levite — offering a burnt offering at Mizpah, and YHWH answers him without complaint.
