The sky isn't solid - it's layers of gases we call the atmosphere. There's no water being held back above the sky. Rain comes from Earth's water cycle: water evaporates from oceans and lakes, forms clouds, and falls back down. Space above our atmosphere is a vacuum, not water.

Genesis 1:6-8 describes God making a solid 'firmament,' which he calls heaven, on the second day to separate the waters above from the waters below - depicting the sky as a solid structure holding back an upper body of water.
